The Spanish RPAS regulation (Ley 18/2014) is only applicable to flights for commercial purposes and all professional activities, but not for recreational use (hobby).
To carry out recreational activities, you should comply, in particular, with the requirements established by Spanish Law "Real Decreto 552/2014" (rules of the air), article 15, that allows RPAS flight at low altitude "as long as they do not involve any risk or harm to people or properties on the surface" and by the Law 21/2003 of Air Safety, article 42 bis, that prohibits any act or activity that "could interfere or put in risk the safety or regularity of the aeronautical operations".
So in particular you should:
- keep the RPA in Visual Line Of Sight (VLOS) and below 120 m height above the ground.
- not fly in urban areas and over buildings or people. Overfly of populated areas and crowds is not allowed.
- not fly near airports or aerodromes and avoid flying in areas where flights are conducted at low altitude with manned aircraft.
- not fly at night or in bad weather conditions.
Any picture that you may take during recreational flight cannot be transferred for commercial or professional use.
Please ask local Authorities prior to fly. Other restrictions may apply, for example in some special areas like Natural Parks and Biosphere Reserves.
You are responsible for the operation of your RPAS. We do recommend to get, at least, a third-party insurance to cover the risks associated to the operation of your RPAS.
Please contact your airline carrier too in order to check the special conditions for transport of LIPO batteries.
Letter of approval is not needed for recreational purposes (hobby).

Teraz mam jeszcze większy dylemat. Wygląda na to, że strefy dla hobbystów nie obowiązują, jesli będe latał VLOS i do 120m i nie w pobliżu lotnisk. Ciekawi mnie tylko ile to jest "near airports". Near = 2km, czy 8 km czy 20km...
